OECD PISA 2006 的資料太舊？

前幾天，讀者服務傳來一封內部信件，內容是一位讀者質疑 OECD Programme for International Student Assessment（PISA） 2006 年的資料太舊，用這麼舊的資料還連做兩期。

但是，我在 OECD PISA 的網站上，是看到這樣的情況：

1. 在 PISA 2006 results 網頁的左上方，可以清楚看見 PISA 2000 、 PISA 2003 和 PISA 2006。
2. 在 What PISA is 的網頁，寫著：

   The survey was implemented in 43 countries in the 1st assessment in 2000, in 41 countries in the 2nd assessment in 2003, in 57 countries in the 3rd assessment in 2006 and 62 countries have signed up to participate in the 4th assessment in 2009. Tests are typically administered to between 4,500 and 10,000 students in each country.

   清楚知道 PISA 從 2000 年開始，之後每三年實施一次， 2006 年是第三次， 2009 年是第四次。
3. 在這個網頁，中間 What's New 的部分，最新發佈的消息是 PISA 2006 Technical Report，發佈日期是 2009 年 1 月 22 日。再往下看， PISA 2006 results 的發佈日期是 2007 年 12 月 4 日。這就表示 PISA 2009 年的結果還沒有公布，而且可能要到 2010 年底左右才會公布。

PISA 2006 年的資料舊嗎？拿絕對時間來看，三年前進行的測驗，的確是有一點距離。但是就 OECD PISA 而言， 2006 年的結果是最新的。所以， OECD 的總監也就不會說：「我們有更新的資料，你們可以參考。」
